Job Description and Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

This position can be filled in the Investigation Division offices in Sacramento, Oakland, Fresno, Norwalk, Anaheim, or San Luis Obispo.

The Employment Development Department's (EDD) ID within the Policy, Accountability and Compliance Branch investigates allegations and suspected violations of the California Unemployment Insurance Code and other laws and regulations pertaining to fraud or misconduct to protect the integrity off EDD's programs and resources.

Under the direction of the Special Operations Manager/Supervising Criminal Investigator II (SCI II), the Supervising Criminal Investigator I (SCI I) has supervisory responsibility over six (6) Criminal Investigators and one Staff Service Analyst. The SCI I will be responsible for the investigative activity within the Special Operations Unit and is the final reviewing authority of investigative work. The SCI I conducts, plans, organizes, coordinates, and oversees investigations as directed by the Manager/SCI II.

The SCI I may perform, plan, supervise and direct the performance of subordinate staff in field investigations, detect or verify suspected violations of laws, rules or regulations, conduct difficult and complex investigations, may perform program or policy development and interpretation duties which specifically require investigator or law enforcement expertise, and do other related work.

When directed, prepares staff studies, formulates and/or conducts training and special programs, and carries out such duties and investigations that may be assigned. Keeps the Manager informed of potential problems and all matters that affect the scope of the unit, and to provide investigative support.

This position requires the passing of a background investigation, medical, and psychological examination.

Working Conditions

Standard Monday through Friday, 8:00 am - 5:00pm. May be required to travel, anywhere in California and possibly out-of-State if authorized by the Chief of the Investigation Division, and work beyond standard hours.

Statement of Qualifications Requirements

  1. Knowledge and experience applying legal principles applicable to fraud investigations.
  2. Experience managing multiple and complex investigations simultaneously.
  3. Experience exercising a high degree of integrity and confidentiality for sensitive issues and using sound judgment in making decisions.
  4. Ability to perform workload and staffing analysis and to recommend appropriate staffing levels based on workload.
  5. Experience leading and managing teams while demonstrating the ability to communicate a clear vision, set goals and expectations, encourage leadership and initiative in managing a multi-disciplined team.
  6. Knowledge of the principles and practices of supervision including the progressive discipline process.
  7. Ability to think strategically and develop protocols and procedures both at an organizational level and on individual project level.
  8. Experience in drafting issue papers to address operational and/or administrative areas in need of improvement in support of Departmental strategic plan objectives.
  9. Experience in measuring short and long term performance and program outcomes related to initial and ongoing implementation of a strategic plan.
  10. Ability to communicate effectively with others as demonstrated by strong written and verbal communication skills, strong negotiating skills, and the ability to represent the Department effectively both internally and with external partners.
