This position is located at the US Joint Staff J7 complex in Suffolk, VA. The purpose of this position is to provide support to the Joint Knowledge Online (JKO) Joint Management Office (JMO) Program Manager. The JST JKO JMO Ops Officer will provide operational and technical services support for the day-to-day activities of the JKO JMO.
Major Duties And Responsibilities - Supports the Program Manager in the development and implementation of JKO JMO goals and objectives.
- Assists the JMO in the development of the JKO vision and strategy.
- Assists in developing, managing, and monitoring processes and procedures to execute the JKO vision and strategy.
- Facilitates synchronized activities between all JKO elements and the government.
- Assists in coordinating synchronized activities between the JKO JMO, the Joint Assessment and Enabling Capability (JAEC), the Advanced Distributed Learning (ADL) Co-Lab, and other external agencies.
- Supports the establishment of requirements for and hosting of the JKO LCMS Working Group.
- Assists the JKO JMO in managing and overseeing the development of a global distribution network with web-based delivery capability for the distribution of joint education and training resources and the JKO learning management system.
- Enables the establishment of working relationships and cooperative efforts with interagency, intergovernmental, nongovernmental, and multinational partners.
- Supervises testing and help desk operations.
- Supports the development of joint billets for individual education and training requirements in conjunction with the Joint Staff and the Joint Force Trainer.
- Supports monthly in-process reviews of program and support contracts and quarterly in-process reviews with the JKO Program Manager.
- Supports the Program Manager's efforts in executing planning, programming, and execution oversight of assigned resources.
Requirements - Experience working with senior DoD and non-DoD entities.
- Knowledge of analytical and statistical methods, information technology (IT) capabilities, and learning management systems.
- Knowledge of programming, planning, budgeting, and execution, and DoD and joint programs, policies, and procedures for joint doctrine, education, and training.
- Knowledge of multi-service and DoD civilian personnel, education, and training methodologies.
- Knowledge of DoD planning, acquisition, and management processes.
- Must have a minimum of 5 years JKO JMO experience, and full working knowledge and rights to all JKO LCMS systems.
Education Requirements - Master's Degree and five years of relevant management experience. (Bachelor's and five years of relevant management experience can be substituted for the Master's requirement.)
Secret security clearance required—May upgrade to Top Secret if required.
