Job Description and Duties

The State Clearinghouse (SCH) was established in 1973 and continues to implement the original statutory duties of the Office, including the California Environmental Quality Act (CEQA), planning and land use policy, and preparation of the Environmental Goals and Policy Report. The SCH is the hub for resources and direct assistance that facilitates informed decision-making by public agencies and the public.  

The Research Data Manager (Data & Operations Unit Program Manager), under administrative direction of the Deputy Director of the State Clearinghouse, will ensure that the State Clearinghouse operates in compliance with its statutory mandates to process, display, and distribute environmental documents and notices under CEQA. To fulfill this function, the position will be assisted by an experienced CEQA attorney. In addition, the Data & Operations Unit Program Manager will oversee the newly formed data team, which is responsible for data analysis and the creation and maintenance of the technological tools within the State Clearinghouse.  

The Data & Operations Unit is comprised of the Operations and Data Teams. The Data & Operations Unit Program Manager will oversee the 10-14 research, data, and processing specialists within these teams. Staying up to date with management training and best practices is essential for the Data & Operations Unit Program Manager. Working Conditions

Persons appointed to this position must be reasonably expected to lift, carry, push, pull, or otherwise move object up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without reasonable accommodation. Involves sitting most of the time but may involve walking or standing for brief periods of time. Occasional/overnight travel up to 15% may be required.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of GIS, database management, and AI policy
  • Knowledge of local and regional planning, zoning, and the principles of sustainable development
  • Knowledge of climate science and climate adaptation and resilience planning
  • A basic understanding of the California Environmental Quality Act
