Job Description

The 2nd Officer is the Assistant to the OOW (Officer of the Watch).The 2nd Officer is utilized to provide a two-person check during the normal, critical and emergency bridge operations, as outlined in the Navigation Standards Manual, especially those related to navigation and collision avoidance.

The 2nd Officer shall always control the OOW in the Bridge Operations, and clearly speak up if he sees anything that in his opinion is wrong.

ESSENTIAL FUNCTIONS

In aspects related to watch-keeping responsibilities, the 2nd Officer directly subordinates to the OOW; while for issues pertained to other specific responsibilities is also subordinate to the Staff Captain.; In performing their watch-keeping duties the 2nd Officer should be familiar with the voyage plan and the Captain’s standing and specific orders. In cooperation with the OOW the 2nd Officer shall ensure that due consideration is given to all safety, security and environmental regulations. Any incidents or significant events must be reported immediately and action should be taken as the situation dictates. He shall be familiar with NCL’s Safety and Environmental Management System (SMS).; Must be familiar with the Safety and Environmental Protection Policy and the SMS, and carry out the policies and procedures appropriate for his/her position.; Performs other related duties as assigned or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.;

OTHER DUTIES

The 2nd Officer will be assigned other duties, besides the watch-keeping duties. Depending on their nature, these duties will be supervised and monitored by either the OOW or the Staff Captain. The 2nd Officer will assist with maintaining records, the condition and operational status of any equipment or component associated within his area of responsibility. Requisitions for spare parts must be submitted to the Staff Captain for approval and they should be based in sound economic evaluations.; The 2nd Officer must ensure that any subordinates assigned to them are given the necessary instruction for the proper performance in their duties.; Distribution of duties will be subject to individual evaluation and they may be temporary or permanent, within a service term, specific vessel or itinerary. In any case, the Captain or the Staff Captain must ensure that this issue is clearly communicated and that the specific expectations are explained to the individual officers.;

Specific supervisory duties and field responsibilities are described below:

Navigation

Assists the Navigation Officer in ensuring that the ship carries adequate and up to date charts, and the appropriate nautical publications. He is responsible to apply the appropriate corrections to the charts and nautical publications.; Assists in the preparation of the vessel’s passage plan, voyage report, daily position reports and the pilot’s info sheet.; He / She is responsible for the flags inventory in general and the maintenance of the bridge emergency signals and communications. (Pyrotechnics, GMDSS portable radios, EPIRB, SART).; Lifesaving; Assists in the supervision, maintenance and repair of all lifesaving appliances. (Survival crafts, rescue boats, launching appliances, pilot ladders). Ensure that they conform to the applicable laws and regulations of SOLAS, Class Authorities, U.S. Coast Guard and Flag State; He / She shall ensure that all watertight doors are operated daily and inspected at least once a week, according to SOLAS, Chapter II-1 Regulation 24. He shall ensure that a record of all tests, drill and inspections are entered in the logbook with a detailed description of any defects that have been disclosed (Ref SOLAS II-1, Regulation 25). Drills and weekly inspections should also be logged in the maintenance program. Daily operation should be logged in the logbook only.; He / She shall supervise the testing of the fire screen doors on a weekly basis, ensuring that all fire screen doors are tested for function at least monthly. This Watch-keeping Officer shall consult the technical department if any mechanical or technical problems are found, and shall also enter the tests in the maintenance system. The Staff Captain shall be informed accordingly. Whenever needed, the officer shall get assistance from the Staff Captain and Chief Engineer for technical or other problems needing special skills or work force.; Safety Training; Furthermore, all Watch keeping officers shall, in conjunction with the Safety Officer, Security Officer and other marine officers, train the crew, both in regular drills and in smaller groups, to ensure that the entire crew is familiar with their duties in the Safety Organization. The training shall be organized in a monthly schedule prepared by the Safety Officer and approved by the Master and Staff Captain. The crew training in the handling of the lifeboats, for certification purposes should be primarily the responsibility of the nautical officers, and secondarily of the Safety Manager.;

Specific ResponsibilitiesLife Saving

Assists in the supervision, maintenance and repair of all lifesaving appliances. (Survival crafts, rescue boats, launching appliances, pilot ladders). Ensure that they conform to the applicable laws and regulations of SOLAS, Class Authorities, U.S. Coast Guard and Flag State.; • Ensures that the weekly and monthly inspections are carried out in compliance with SOLAS Chapter III Reg. 20; Must be able to train lower rank deck ratings in all kind of deck related work matters.; The 2nd Officer is utilized to provide a two-person check during the normal, critical and emergency bridge operations, as outlined in the Navigation Standards Manual, especially those related to navigation and collision avoidance.;

QUALIFICATIONS

Intermediate knowledge of Microsoft Word, Excel and Fidelio is strongly preferred.; Intermediate verbal and writing skills in at least one other language such as German, Spanish, French or Italian is preferred.; The incumbent must be able to work in a multi-cultural environment; also, must be able to adjust to changes in schedules, assignments and deadlines.; Intermediate to Advanced level English verbal and writing skills, including the proper use of English grammar is required.

EDUCATION

High School Diploma or Foreign Equivalent is required.; Degree from a recognized maritime educational institution that qualifies them for an Unlimited Masters License is required.;
